These kinds of individuals cannot be rehabilitated. I don't understand why there isn't a federal law that requires all sex offenders who are released from prison to wear some sort of electronic monitoring device.
In my opinion, he shouldn't have had a second chance to be out and about. How many girls and women have to die before the United States does something to protect us? Just because she may have left a door unlocked doesn't mean Tiffany had to die. Victims, especially women, are victimized all over again by the public who say, "Well, she should have locked her door..."
Any victim should not have to explain or accept any sort of mitigating factors that the public deems the victim should have done to prevent the crime.
Fox News--Jerry Buck Inman, who allegedly murdered Tiffany Souers had an extensive sexual criminal record that dates back nearly two decades. Inman, a construction worker, was arrested late Tuesday night. His criminal record stretches back to 1987, when he was convicted in Florida for sexual battery with a weapon, kidnapping, aggravated assault, armed robbery, armed burglary and grand theft auto.
He was paroled from a Florida jail in September 2005. Inman also has felony convictions in North Carolina for a sexual offense and a prison escape.
He is a registered sex offender in North Carolina and Florida. Inman was arrested Tuesday about a mile from his parents' home in Dandridge, Tenn. He was driving a red Chevrolet S-10 Blazer. "He told us he hadn't been watching the news, thank God, and didn't know that warrants had been issued for him because he quite frankly said he'd been gone if he'd known that,"
Jefferson County Sheriff David Davenport said. "This guy was kind of like a nomad that lived out of his vehicle," Davenport said. "From speaking with him, it wasn't out of character for him to travel several hundred miles and go to different areas."
Davenport stated they are investigating Inman's possible involvement in another sexual crime in another state. "It seems like he may have done this sometime in the recent past," he said. That incident occurred three days before Souers' death in Rainsville, Ala., according to a report in The Greenville News.
Authorities believe Souers was killed around 1:30 a.m. on May 26 in her apartment. She was wearing only a bra, with a bikini top around her neck. Her wrists and ankles were bound. Souers' mother, Bren, said her daughter fought off her attacker. "There were defensive wounds," Bren Souers said. "She gave him a great fight."
Souers' friend, Ashley Ellis, said the killer could have easily knocked on the door late at night. "We had an incident where a washing machine overflowed and they had to come and knock on our door at 4 o'clock in the morning, so she could have thought it was maintenance," Ellis said. "They could have posed as anyone; they could have posed as the cops, anything. And her door could have been unlocked. She did do that a lot."
The slain student's roommate, Christina Morello, said the roommates did think about safety, however. "We locked our doors for the most part," she said. "But Clemson is a college town and you always think, 'OK, we've never seen any shady people who've ever been mean to us.' We've never had any problems.'"
Morello said there had been construction going on near the apartment complex, but she did not recognize Inman. The construction workers "may know who we are, but for the most part, we don't really look at them," she added. Ellis said she hadn't seen Inman before. "Honestly, he does look familiar, like a scary guy out of a movie, but I haven't seen him before, no," she said.
Tuesday a warrant was issued for Inman's arrest after DNA evidence collected from Souers' apartment matched his profile in a national sex offender database.

Why not add forced chemical castration, to anyone convicted of rape.When and if they are ever released.
They would be required to report to a facility and get there weekly injection.
